Red Cross Accompanies Hamas in Recovery for Bodies of Captives in Gaza Strip

A Red Cross official stated that its representatives accompanied members of Hamas into areas of Gaza still under IDF control to facilitate the search for the remains of individuals held captive.

Ceasefire Agreements and Hostage Bodies Return

Under the US-brokered ceasefire, which began on October 10, the group is obligated to return the remains of all captives as soon as possible. As a reciprocal measure, Israel has agreed to hand over 15 Palestinian bodies for each Israeli.

Hamas has to date handed back the bodies of fifteen of those taken hostage but none in the last five days, as a portion of those remains are thought to be in locations beyond the yellow line designating Gaza’s ceasefire.

ICRC Involvement as Neutral Intermediary

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) joined a participant in the hostilities as the party searched for the bodies of the deceased individuals past the IDF-designated ‘yellow line’,” said a spokesperson for the organization.

The spokesperson added: “The parties to the conflict determined the procedures of the mission and delegated the ICRC to serve as a neutral intermediary. The ICRC was had no part in those negotiations.”

She additionally explained: “Our team was not involved in the search for the bodies nor does it engage in the physical recovery of remains.”

International Humanitarian Law and Responsibilities

Under international humanitarian law, it is the responsibility of the sides involved in a hostilities to locate, gather, and recover the bodies of the deceased.

US Ultimatum and Regional Recovery Operations

On Saturday, the US president delivered a two-day demand to the organization. “They is going to have to start handing over the remains of the hostages who died, including American citizens, quickly, or the additional nations participating in this significant truce will intervene,” he wrote on his online channel.

When the two-day window neared, Hamas, accompanied by the ICRC, teamed up with teams from Egypt, who were authorised by Israel to search for remains beyond the boundary marking the Israeli military’s pullback inside the territory. An Israeli spokesperson said the delegation would use excavator machines and vehicles in the search.

Official Confirmation and Press Reports

This development was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been permitted to enter areas of Gaza under military authority to look for the remains of hostages, together with Egyptian and ICRC teams.

“For this purpose, Hamas members were allowed to pass the yellow line,” the official was cited as stating.

Video released by a media outlet appeared to show individuals of a Hamas unit – part of the group’s armed faction responsible for guarding captives – accompanying a Red Cross vehicle in a specific location near Rafah, which lies outside Israeli military control.

Difficulties in Finding Captive Bodies

The search for the remains of individuals taken captive has become one of the most delicate matters in the truce reached between the two sides. However, the effort to find the bodies has been difficult from the outset, given the presence of an estimated 60m tonnes of rubble across the strip, where, as per health officials, at least ten thousand residents are listed as unaccounted for, trapped under the debris.

Conflicting Statements on Body Whereabouts

Hamas has claimed it does not know the precise locations of all the remains, saying it has been unable to communicate with several of its teams that had been holding the captives and were allegedly killed during Israeli bombardments.

However, an Israeli government spokesperson claimed that the organization was aware of the locations of the bodies. “Should the group exerted greater effort, they would be able to recover the remains of our captives,” the spokesperson said.

US Stance and Weapons Surrender Talks

Although the US president has conceded that some of the remains are hard to reach, he said that “the rest they can return now and, for unknown reasons, they are not.”

“This could be related to the surrender of weapons of the group,” he added.

Washington has said it has obtained assurances from the organization that the faction will surrender its arms, though no clear timeline has been established. They remains hesitant to surrender its weapons without solid guarantees about the fate of its members.
